H.R. 7877 — Shane DiGiovanna Act

This section directs the Secretary of Health and Human Services to conduct a two-year demonstration program, beginning not later than one year after enactment, under which specified items and services for treating epidermolysis bullosa—a rare genetic skin-blistering disorder—are required to be covered as medical assistance under Medicaid state plans (or waivers) nationwide for individuals in the mandatory eligibility groups under section 1902(a)(10)(A)(i) (i.e., recipients of cash assistance and certain related low-income individuals). Specified items and services include over-the-counter antihistamines, acetaminophen, nonsteroidal anti-inflammatory drugs, antiseptics, zinc oxide, antibiotic ointments, and necessary wound care supplies (including primary and secondary dressings, gauze, and bandage retainers). Not later than one year after the program's end, the Secretary must report to Congress an evaluation of the program's effects on Medicaid expenditures for epidermolysis bullosa treatment (including any avoided treatments), a comparison of health outcomes before and during the program, and recommendations for preventing related hospitalizations.
