H.R. 788 — DOE and SBA Research Act

This section directs the Secretary of Energy and the Administrator of the Small Business Administration (referred to as the covered officials) to enter into a memorandum of understanding or other agreement to carry out joint research and development activities advancing Department of Energy and Small Business Administration missions and priorities, ensuring appropriate inclusion of small business concerns (as defined in 15 U.S.C. 632). It authorizes the covered officials to enter into reimbursable agreements with each other and other entities, and to collaborate with other federal agencies; requires a report to Congress not later than two years after enactment detailing coordination, technical opportunities, collaborative achievements, future mutual benefits, and plans for continued coordination; and mandates consistency with specified research security requirements (42 U.S.C. 19231 et seq.).
