H.R. 7889 — AWRC Act of 2025

This section reauthorizes appropriations for water resources research and technology institutes—one per state (including territories) at land-grant colleges or universities or other designated institutions—at $16 million for each of FY2026 through FY2029 (previously through FY2025). (The institutes conduct applied research to improve water supply reliability, address water problems, train personnel, and disseminate results while cooperating statewide and regionally.) The section further requires that 20% of those amounts be used for research on interstate or regional water problems, including (1) issues beyond single-state concerns, (2) joint Secretary-institute priorities, or (3) congressional priorities; designates such funds as competitive grants; and provides for their availability and federal cost-sharing.
