H.R. 7907 — AI-Ready Bio-Data Standards Act

This section directs the Director of the National Institute of Standards and Technology (NIST) to facilitate, not later than two years after enactment and pursuant to advisory group recommendations and public feedback, the establishment of definitions, standards, resources, and frameworks to ensure biological datasets generated from qualified federally funded research are artificial intelligence-ready. The required elements include (1) definitions of artificial intelligence-ready (requiring datasets generated and formatted for effective artificial intelligence model training and biotechnology/artificial intelligence research advancements, subject to Director discretion in consultation with relevant agency Chief Data Officers), biomanufacturing, biotechnology, and qualified federally funded research (incorporating conditions such as federal funding amount awarded, recipient capability and expertise in generating artificial intelligence-ready datasets, dataset size, and other Director-determined factors); (2) standards for making biological datasets artificial intelligence-ready; and (3) data management resources and cybersecurity frameworks for federal funding agencies and researchers collecting, cleaning, curating, or generating such datasets. The Director must ensure these elements are not overly burdensome on funding recipients, test and evaluate them, conduct annual reviews and updates beginning one year after establishment, inventory existing biotechnology standards and biological datasets within one year of enactment, consult specified federal officials (including the Secretaries of Agriculture, Defense, and Energy; NIH, NSF, NASA, and other directors), seek private sector and academic input, and hire necessary staff.
