H.R. 7908 — 20-Year Promise Act

This section establishes additional entitlement to Post-9/11 GI Bill educational assistance (i.e., chapter 33 of title 38, U.S. Code) of up to 72 months (from 36 months) for individuals who complete an aggregate of 20 or more years of Armed Forces service, without regard to duty status. (As background, the Post-9/11 GI Bill provides tuition, housing, books, and supplies payments to eligible post-9/11 era veterans, active-duty service members, and certain family members; the change applies to those completing such service on or after enactment, regardless of enlistment date.) It also (1) permits transfer of up to 72 months of entitlement (from 36 months) under section 3319 for those eligible individuals, (2) exempts such individuals from the 48-month aggregate limit on assistance across multiple VA education programs under section 3695, and (3) makes conforming amendments to section 3312(a).
