H.R. 7911 — Dream’s Caregiver Health and Wellness Act

This section establishes a grant program, to be administered by the Secretary of Health and Human Services through the Administrator of the Administration for Community Living, under which nonprofit organizations receive grants to promote caregiver wellness (i.e., for seniors, individuals with intellectual or developmental disabilities, or chronic illnesses needing supportive services) by (1) strengthening caregiver retention and reducing burnout; (2) improving mental health and wellness; (3) building caregiver support networks; (4) strengthening community cohesion among caregivers and grant recipients; and (5) sustaining layered, flexible, and adaptive caregiver supports. Grant recipients may use funds for caregiver meals; transportation to and from work; mental health services, including post-traumatic stress disorder supports; holistic wellness programs; and other services deemed appropriate by the Secretary. The Secretary must submit annual reports to Congress beginning 90 days after the first year of grants, detailing fund uses, populations served, and measurable outcomes on caregiver wellness and retention. This section authorizes $250 million for each of FY2027 through FY2031.
