This section amends the Experienced Services Program—under which the Secretary of Agriculture utilizes individuals age 55 or older to provide technical services for conservation programs and technical, professional, and administrative services for USDA's research, education, and economics mission area—by (1) adding to those latter services a new purpose of assisting cooperative initiatives to improve higher education teaching programs, including paid work-based learning, at institutions of higher education; and (2) adding definitions for "institution of higher education" (as defined in the Higher Education Act of 1965), "land-grant colleges and universities" (as defined in 7 U.S.C. 3103), and "work-based learning" (as defined in the Carl D. Perkins Career and Technical Education Act of 2006).
