H.R. 7926 — Stop Unfair Electricity Prices Act

This section prohibits the Secretary of Energy from providing financial assistance to regulated investor-owned electric utilities (i.e., state-regulated electric utilities that are investor-owned, as defined in the Public Utility Regulatory Policies Act of 1978) that charge residential electric consumers rates above January 1, 2026, levels. (1) During the one-year period beginning on the date of enactment, the Secretary may not provide such assistance to utilities that increase rates above that baseline; if assistance is provided, any rate increase above the baseline requires termination of the assistance. (2) During the subsequent two-year period, the Secretary may not provide such assistance to utilities that increase rates above the baseline unless the utility (A) does not increase total compensation (i.e., salary, bonuses, stock awards, stock options, and other remuneration) for its five highest compensated employees above January 1, 2026, levels; (B) reduces such employees' total compensation by twice the percentage-point rate increase; and (C) reports the baseline and reduced compensation amounts to the Secretary. Violations require termination of assistance.
