H.R. 7931 — IDA Act of 2026

This section adds a new exception to ERISA preemption for any state law related to dental benefits—including laws related to the administration of such benefits—that does not conflict with ERISA Titles I and IV (i.e., the core ERISA provisions and PBGC-related rules), effective beginning 18 months after enactment. (As background, ERISA generally preempts state laws relating to employee benefit plans; thus, this allows states to regulate dental benefits in such plans without preemption.)
