H.R. 7948 — To deem certain individuals as parents of Department of Veterans Affairs employees for purposes of determining entitlement to certain family and medical leave for such employees.

This section deems a parent of a covered Department of Veterans Affairs (VA) employee's spouse to be a parent of the employee for purposes of family and medical leave eligibility under 5 U.S.C. §6382(a)(1)(C), notwithstanding VA's authority under 38 U.S.C. §7421 to prescribe leaves of absence for Veterans Health Administration (VHA) employees. Covered employees include full-time VHA appointees in positions listed in 38 U.S.C. §7421(b) (e.g., physicians, dentists, nurses, physician assistants). (Thus, these employees may use up to 12 workweeks of unpaid leave in a 12-month period to care for a parent-in-law.)
