H.R. 7950 — To amend title 38, United States Code, to establish the Office of Congressional and Legislative Affairs in the Department of Veterans Affairs, and for other purposes.

This section establishes an Office of Congressional and Legislative Affairs in the Department of Veterans Affairs (VA) as the principal liaison with Congress, including specified functions such as coordinating communications and legislative engagement, facilitating hearings and briefings, managing congressional requests for information, and supporting legislative proposals. The office is led by a Senate-confirmed Assistant Secretary with two Deputy Assistant Secretaries—one noncareer for legislative strategy (formulating positions) and one career Senior Executive Service for congressional operations (coordinating production and transmission)—with mutual restraints to prevent control over the other's domain and requirements for parallel reporting to resolve impasses. Staffing requires at least 65% career competitive service employees, designates policy positions as noncareer and operational roles as career, and prohibits political appointees from replacing core operational roles. The Assistant Secretary must maintain procedures for prompt handling of congressional requests and documentation separating responsibility for substance from timeliness; additionally, upon request from the House or Senate Committees on Veterans’ Affairs, the office must acknowledge receipt within two business days, provide a production plan within five business days, deliver full records and materials within 45 days (or partial within 45 days and complete within 60 days if certified as complex), and provide information in the requested form without withholding, altering, delaying for clearance, substituting summaries, or interfering with direct transmission.
