H.R. 7952 — Streamline Upgrades for Veterans Act

This section extends through December 31, 2030 (from December 31, 2025), the prohibition on reducing the number of personnel assigned to duty with a service review agency.

This section directs the Secretary of Defense, acting through the Under Secretary of Defense for Personnel and Readiness and in coordination with the Secretaries of the military departments, to submit a report within 180 days of enactment to the congressional defense and veterans’ affairs committees analyzing the time periods required for boards established under 10 U.S.C. §§ 1552 and 1553 to decide cases involving liberal consideration of post-traumatic stress disorder or traumatic brain injury. The report must be disaggregated by military department, include the number of personnel assigned to such cases and recommendations to expedite review, be submitted in unclassified form, and have its executive summary published on publicly accessible websites of the Department of Defense and the Department of Veterans Affairs. The section also requires the Secretary to brief the committees on the report’s findings, conclusions, and recommendations within 30 days of submission.
