H.R. 7962 — Export Dispute Resolution Act

This section revises the interagency dispute resolution process of the Operating Committee for Export Policy—established by Executive Order 12981 to resolve disputes on export license applications under the Export Administration Regulations—by (1) requiring decisions by majority vote (instead of permitting them) for matters relating to jet engine hot section technology, commercial communication satellites, emerging or foundational technology, and exports to countries subject to a comprehensive United States arms embargo (previously only the first three categories); (2) authorizing the committee chair to decide any such case unable to be resolved by majority vote; and (3) defining "country subject to a comprehensive United States arms embargo" as any country listed in Table 1 to 22 CFR 126.1(d)(1) (as in effect the day before enactment) or the Russian Federation.
