This section directs the Director of National Intelligence (DNI), in consultation with heads of other intelligence community elements and acting through the National Intelligence Council, to produce an intelligence community assessment on foreign malign influence activities (as defined in 50 U.S.C. 3059(f)) undertaken outside the United States by the Chinese Communist Party during the three-year period beginning January 1, 2023. The assessment must address (1) such activities in key regions (i.e., Indo-Pacific, Africa, Latin America, and Europe) at the expense of the United States and its allies; (2) effects on U.S. alliances and perceptions of the United States in those regions; (3) effects of increased such activities; (4) effects on global and localized financial systems in those regions; (5) trends in such activities; and (6) other relevant national security implications for U.S. and allied interests. DNI must submit to specified congressional committees an initial report with assessment findings within 90 days of enactment and the full assessment within 180 days, both in unclassified form (with a possible classified annex).
