H.R. 7976 — Moral Injury Recognition and Restitution Act

This section establishes retroactive disability compensation for veterans with covered health conditions (i.e., certain mental health conditions or physical injuries or diseases incurred or aggravated by military sexual trauma (MST)) resulting from MST experienced during active military service. Upon claim approval, the effective date is the day after discharge (notwithstanding normal effective date limits in 38 U.S.C. §§ 5110-5111), with monetary benefits payable retroactively from that date.
