H.R. 7980 — Protecting Americans from Unsafe Drugs Act of 2026

This section revises section 569D of the Federal Food, Drug, and Cosmetic Act to expand FDA authority to issue cease-distribution and recall orders from controlled substances to all drugs by (1) updating the section heading and replacing "controlled substance" with "drug" throughout; (2) in subsection (b), replacing "controlled substances" with "drugs" and inserting clarifying language referencing subsection (a); and (3) in subsection (c), adding the Director of the Center for Biologics Evaluation and Research (or a senior official) as an issuing authority. The section also conforms import and export provisions under section 801(a) to reflect the expanded scope to drugs subject to a section 569D order.
