H.R. 7981 — Stop Secret Counseling of Students Act

This section establishes requirements for public elementary and secondary schools as a condition of receiving funds under the Elementary and Secondary Education Act of 1965 (ESEA), prohibiting employees or contractors from (1) providing students under 18 years of age with counseling, therapy, or guidance related to gender identity, including assisting with creating a gender support or social transition plan; or (2) encouraging such students to hide gender identity or social transition information from parents or providing guidance on how to do so. It further authorizes a parent to bring a civil action for injunctive relief in federal district court against a school for violations.
