H.R. 7984 — DHS Use of Force Transparency Act of 2026

This section directs the Secretary of Homeland Security to provide the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Oversight and Government Reform, not later than 30 calendar days after enactment, with all documents, records, data, and materials in DHS possession relating to (1) any DHS officer- or agent-involved shooting on or after January 20, 2025, resulting in a wound to or death of an individual; or (2) any death on or after that date while in DHS custody. The required materials, to be produced in unredacted form to the maximum extent permitted by law (with written justifications citing legal authority for any redactions), include: (1) all video and audio footage of the incidents or immediately preceding or following events; (2) all written reports such as incident, use-of-force, after-action, supervisory, internal affairs, witness, officer, medical, and communications logs; (3) all communications such as emails, texts, encrypted messages, and those with state/local law enforcement or DHS leadership; (4) relevant policies, training records, and deviation reports; (5) photographic and forensic evidence; (6) administrative or disciplinary records for involved officers and agents; and (7) any other materials deemed relevant to congressional oversight.
