H.R. 7986 — Save the World Cup Act

This section prohibits the use of federal funds appropriated to the Department of Homeland Security or Department of Justice for civil immigration enforcement activities (as defined in the Immigration and Nationality Act) within one mile of any 2026 Fédération Internationale de Football Association (FIFA) World Cup match or FIFA Fan Festival, except under exigent circumstances. Exigent circumstances include (1) imminent risk of death, violence, or physical harm to a person, including terrorism (as defined in the Homeland Security Act of 2002); (2) imminent risk to U.S. national security; (3) immediate arrest or hot pursuit of an individual posing imminent risk to public safety; or (4) imminent risk of destruction of evidence material to an ongoing criminal case.
