H.R. 7999 — Breakfast After the Bell Act of 2026

This section establishes an additional reimbursement of 10 cents for each reimbursable breakfast served after the beginning of the school day through a breakfast after the bell program (i.e., a school breakfast program serving breakfast after the start of the school day using a service model, such as in classrooms or at kiosks outside the cafeteria, that a state educational agency determines increases participation) in eligible schools during a school year. Eligible schools are those (1) served by a local educational agency electing special assistance payments under subsection (a)(1)(F)(ii) (i.e., community eligibility provision allowing universal free meals in high-poverty schools) or (2) with at least 40% of enrolled students identified as eligible for free meals (i.e., directly certified) during the prior school year. State educational agencies must disburse these additional reimbursements directly to the schools.
