H.R. 8001 — First Responders’ Equipment Access Act

This section directs the EPA Administrator, not later than 90 days after enactment, to revise regulations at 40 CFR 1068.225(d)—which exempt engines and equipment from emission standards for national security purposes—to (1) authorize manufacturers and secondary engine manufacturers to request such exemptions for engines or equipment used by federal, state, or local agencies for law enforcement, disaster relief, search and rescue, fire response, or emergency medical services, and to authorize federal defense agencies and the Department of Homeland Security (including FEMA) to endorse those requests; and (2) specify that such requests and endorsements need not include a quantity of engines or equipment to qualify for the exemption. (Thus, the revision expands and simplifies access to exemptions for emergency response equipment.)
