H.R. 8003 — Expanding the Fast Track Act of 2026

This section decreases the investment threshold for a "covered project" (i.e., major infrastructure activity—such as energy production or transmission, pipelines, or manufacturing—subject to NEPA and federal authorizations) under the Federal Permitting Improvement Steering Council process to $50 million (from $200 million)—(1) in the definition of covered project; and (2) for applicability of permitting process improvements. The section takes effect on January 1, 2027, or the date of enactment, whichever is later.
