H.R. 8004 — Leave No Americans Behind Act of 2026

This section (1) eliminates the requirement that evacuations of private U.S. citizens or third-country nationals—when their lives are endangered by war, civil unrest, or natural disaster—be made on a reimbursable basis to the maximum extent practicable (with reimbursements credited to the relevant State Department appropriation and capped at reasonable commercial airfare); and (2) eliminates repatriation loans to destitute U.S. citizens abroad (by striking subsection (d)). (Thus, the State Department may now fully fund such evacuations without seeking reimbursement and may no longer make such loans.)
