H.R. 8010 — VA Police Recruitment and Retention Act of 2026

This section prohibits officials in the Department of Veterans Affairs (VA), the Office of Personnel Management (OPM), or any other department or agency from proposing, initiating, or carrying out a position downgrade (i.e., consistency review, incumbent-only review, or other classification action under 5 U.S.C. ch. 51 or similar authority that may result in loss of grade or pay) for covered VA positions (i.e., any position—permanent, temporary, full-time, part-time, or intermittent—carrying out law enforcement functions in VA, regardless of funding source) and bars use of federal funds for such actions. It nullifies any such downgrades proposed, initiated, or carried out between October 1, 2025, and the date of enactment, requiring restoration of the prior position status and back pay for affected employees.
