This section requires each state to submit specified data on Supplemental Nutrition Assistance Program (SNAP) fraud to the Secretary of Agriculture. Not later than 180 days after enactment, states must submit initial data for the most recently concluded five fiscal years—including (1) open fraud investigation cases, (2) total identified fraud cases (e.g., card skimming or cloning) and associated dollar amounts, (3) enforcement actions and types, and (4) recovery amounts—and, for fiscal years beginning after enactment, (5) disqualifications involving deceased individuals or their identities and related benefit amounts, and (6) disqualifications for missing or falsified Social Security numbers and related benefit amounts. Not later than 60 days after October 1, 2028, and annually thereafter, states must submit such data for the most recently concluded fiscal year; failure to submit on time results in withholding of SNAP administrative funds until compliance.
This section directs the Secretary to submit to Congress, and publish online, (1) an initial report containing the Secretary's findings from state data submitted under section 2(a), not later than 180 days after receiving all such data; and (2) subsequent annual reports of the same kind, not later than 180 days after October 1, 2028, and each October 1 thereafter, based on state data under section 2(b) for the most recently concluded fiscal year.
