H.R. 8035 — To amend the FISA Amendments Act of 2008 to extend the authorities of title VII of the Foreign Intelligence Surveillance Act of 1978 through October 20, 2027, and for other purposes.

This section extends the repeal date of title VII of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1881 et seq.)—which authorizes warrantless electronic surveillance targeting non-U.S. persons reasonably believed to be located outside the United States to acquire foreign intelligence information (i.e., Section 702 authorities)—to October 20, 2027 (from April 19, 2026). It also updates related transition procedures under Section 404(b) of the FISA Amendments Act of 2008 and conforming provisions applicable to restrictions on interception under 18 U.S.C. 2511. The amendments take effect on the earlier of enactment of this Act or April 19, 2026.
