This section adds to allowable activities under the Workforce Innovation and Opportunity Act (WIOA)—which provides formula grants to states and localities for workforce development services including training, job placement, and support for youth, adults, and dislocated workers—the development of partnerships between educational institutions (including area career and technical education schools and institutions of higher education) and employers to create or improve workforce development programs addressing identified regional education, skill, and employment needs based on recent labor market analyses, as follows: (1) for local youth workforce investment activities under WIOA section 129(b)(2)(F), using the state's most recent analysis under section 102(b)(1)(B) and (C); (2) for statewide adult and dislocated worker employment and training activities under section 134(a)(3)(A)(xv), using the same state analysis; and (3) for local adult and dislocated worker employment and training activities under section 134(d)(1)(A)(xiii), using the local board's most recent analysis under section 107(d)(2).
