H.R. 8040 — No Mercy for Terrorists Act of 2026

This section increases criminal penalties for (1) providing material support or resources knowing or intending their use in preparation for, or in carrying out, specified federal terrorism-related offenses to not less than 20 years' imprisonment, life imprisonment, or death (from not more than 15 years' imprisonment), with mandatory life imprisonment if death results (from any term of years or life); and (2) providing such support to designated foreign terrorist organizations to not less than 20 years' imprisonment, life imprisonment, or death (from not more than 20 years' imprisonment), with mandatory life imprisonment if death results (from any term of years or life).
