§2. Farming opportunities training and outreach
This section revises the Farming Opportunities Training and Outreach program (7 U.S.C. 2279), which provides education, training, and outreach to promote equitable access to USDA agricultural programs for socially disadvantaged, veteran, and beginning farmers and ranchers, by (1) expanding the definition of socially disadvantaged group to include groups subjected to racial, gender, or ethnic prejudice (from racial or ethnic prejudice); (2) defining women’s nonprofit organization as a 501(c)(3) entity founded by and for women and in existence for at least 10 years; (3) adding women’s nonprofit organizations as eligible entities to provide outreach and assistance under subsection (c); (4) extending mandatory funding through FY2031 (from FY2023); and (5) requiring not less than 10% of amounts available for subsection (c) to support programs and services for socially disadvantaged women farmers and ranchers.
