This section establishes online and delivery standards for retail food stores and wholesale food concerns authorized to accept and redeem Supplemental Nutrition Assistance Program (SNAP) benefits. Not later than 18 months after enactment, the Administrator of the Food and Nutrition Service, in consultation with the Administrators of the Food Safety and Inspection Service and relevant agencies and stakeholders, must establish (1) standards for safe and secure online or mobile platform use by SNAP participants and retailers, including digital privacy and cybersecurity; and (2) delivery standards promoting fair and safe working conditions for delivery employees, including prevailing wages, and ensuring food safety and security during delivery. Not later than 18 months after establishing those standards, the Secretary of Agriculture must promulgate regulations requiring SNAP authorization applicants to submit a compliance report; noncompliance results in loss of authorization, with reapplication permitted upon demonstrating compliance.
