H.R. 8057 — To amend title 38, United States Code, to modify the rate of pay for care or services provided under the Community Care Program of the Department of Veterans Affairs based on the location at which such care or services were provided, and for other purposes.

This section requires the VA Secretary to establish payment rates under the Community Care Program (38 U.S.C. §1703(i)(1)) that are specific to sites of service—(1) hospital outpatient departments, (2) ambulatory surgical centers, (3) physician offices, and (4) other sites as determined—by January 1, 2027. It further requires each site to obtain a unique National Provider Identifier (NPI) under specified law; prohibits VA payments under title 38, U.S. Code, for claims lacking the site's NPI; and treats off-campus outpatient departments furnishing covered outpatient department services (as defined in Medicare law, 42 U.S.C. §1395l(t)(1)(B)) as subparts required to use a unique NPI on claims, with veterans not liable for services not billed accordingly. (Thus, the changes promote site-neutral payments and accurate billing akin to Medicare off-campus provider rules.) The amendments take effect January 1 of the first calendar year after enactment.
