H.R. 8066 — Carlton H. Ingram Veterans’ Benefits Improvement Act

This section requires the Department of Veterans Affairs (VA) schedule of ratings for service-connected disabilities—which determines monthly compensation payments based on 10 percent increments from 10 percent to 100 percent of average earning capacity loss—to discount the beneficial effects of medication or treatment when evidence establishes a baseline without those effects. It clarifies that this requirement does not preclude a veteran from receiving compensation for additional service-connected disabilities caused by such medication or treatment, or for aggravation of a preexisting service-connected injury or disease.
