H.R. 8067 — Candis King Hope for Sickle Cell Families Act

This section directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to carry out the Sickle Cell Data Collection program through grants to states for (1) collecting and maintaining data on the incidence and prevalence of sickle cell disease, demographics of affected individuals, and their healthcare utilization patterns and (2) collaborating with other prior grantees under CDC's preexisting Sickle Cell Data Collection program and CDC to standardize surveillance methods. It authorizes appropriations of $10 million for the program for each of FY2027 through 2031.

This section directs the Secretary of Health and Human Services to reinstate any covered employee of the Centers for Disease Control and Prevention's (CDC) Division of Blood Disorders and Public Health Genomics. A covered employee is one removed on or after January 1, 2025, under any agency action—including a reduction in force or reorganization—that eliminates 3% or more of the division's total employees within a 60-day period.
