This section establishes within the Department of State the National and Nuclear Risk Reduction Center (NNRRC), reporting directly to the Under Secretary for Arms Control and International Security. The NNRRC must (1) operate a 24-hour government-to-government communications center for notifications required by bilateral and multilateral arms control agreements and confidence-building arrangements; (2) translate and disseminate incoming and outgoing notifications to appropriate federal departments and agencies; (3) advise Department of State offices on communication or technical issues from new arms control and international security agreements; (4) provide technical assistance to foreign governments on national communication systems for such agreements; (5) maintain at least one linguist on duty at all times proficient in Mandarin Chinese and Russian translation for technical arms control matters; (6) establish coordination protocols with interagency stakeholders, including liaison roles; and (7) perform other duties as designated by the Under Secretary.
