H.R. 8096 — Duplication Scoring Act of 2026

This section directs the Comptroller General of the Government Accountability Office (GAO) to assess, to the extent practicable, each bill or joint resolution of a public character reported by any congressional committee—including Appropriations and Budget committees—for risks of creating new duplicative or overlapping federal programs, offices, or initiatives that would duplicate or overlap with existing areas of federal duplication, overlap, or fragmentation previously identified in GAO's annual duplication and overlap reports (under 31 U.S.C. 712 note). For each such covered bill or joint resolution, GAO must (1) identify, if a risk warrants, the name of the new feature, the bill section establishing it, and the GAO report identifying the existing duplicative feature; (2) submit this information to the CBO Director and the reporting committee; and (3) publish it on GAO's website. The CBO Director may include the information as a supplement to the CBO cost estimate for the bill under 2 U.S.C. 653, or submit it later if received after the initial estimate.

This section sets the effective date of the amendments made by this Act as the earlier of (1) 60 days after the Director of the Office of Management and Budget next updates the website required under section 1122(a) of title 31, United States Code (i.e., the single website for federal financial assistance programs); or (2) the start of the new Congress after one year from enactment.
