H.R. 8103 — To prohibit the use of funds to use military force in or against Cuba, and for other purposes.

This section prohibits the obligation or expenditure of federal funds for any use of military force in or against Cuba from the date of enactment through December 31, 2026, unless Congress declares war or enacts specific statutory authorization after enactment that meets the requirements of the War Powers Resolution. The prohibition does not apply to uses of force consistent with section 2(c) of the War Powers Resolution (i.e., those introduced into hostilities or imminent hostilities in response to an attack or threat of attack upon the United States, its territories, possessions, or armed forces).
