This section establishes a competitive grant program administered by the Assistant Secretary for Mental Health and Substance Use under which eligible entities—such as community-based primary or behavioral health providers (e.g., school-based health centers, Federally qualified health centers, certified community behavioral health clinics), crisis centers, public health agencies, territories, and Indian tribes—may receive grants of up to five years (non-renewable) to implement models for providing stabilization services (i.e., clinical interventions that reduce acute emotional crisis, imminent suicide risk, or impulsive states) to individuals with serious thoughts of suicide. Grantees must provide or support suicide-specific, evidence-based or evidence-informed services in the least-restrictive appropriate setting, which may include outpatient care, virtual care, technology innovations, or peer support; applications must include a plan for continuing services after the grant ends. The Assistant Secretary must evaluate grant activities and disseminate findings, provide training to grantees, and offer technical assistance. The section authorizes $30 million for each of FY2027 through FY2031.
