This section states 17 congressional findings regarding presidential authorities under 10 U.S.C. §§ 252 and 12406, title 10, and title 32 to mobilize the National Guard for border security, law enforcement support, and public safety. The findings cite 2025 presidential memoranda and orders deploying at least 2,000 National Guard troops that supported 1,914 arrests in the District of Columbia (removing 198 firearms), contributed to a 17% overall crime decline, 32% decline in homicides, 10% decline in assaults with dangerous weapons, and 37% decline in robberies there, and resulted in national monthly declines between June and December 2025 in rapes (4,175 occurrences), robberies (5,604), aggravated assaults (27,521), and between June and October 2025 in opioid-related deaths (25,695).
This section authorizes the Secretary of the military department concerned to award a service ribbon, of a design approved by the Secretary of Defense, to a National Guard member who performs homeland defense duty under chapter 9 of title 32, United States Code (i.e., duty in support of homeland defense missions while under state control). The section further permits issuance of the ribbon to the next-of-kin of a deceased member and requires the Secretaries of the military departments to prescribe uniform regulations for the award to the extent practicable.
