This section directs the Secretary of Energy, beginning in the first pay period 6 months after enactment, to set the annual basic pay for the Bonneville Power Administration (BPA) Administrator at a level comparable to chief executives of consumer-owned utilities in the Western Interconnection and for BPA employees—including Senior Executive Service (SES) members—at levels comparable to similar positions at those utilities, based on an annual survey and factors such as budget constraints, experience, recruitment needs, and competitive total compensation. (BPA, a federal power marketing administration, transmits and markets hydroelectric power from federal dams in the Pacific Northwest.) This section also strikes the BPA Administrator from the Executive Schedule (5 U.S.C. 5316).
