This section establishes requirements under section 303 of the Defense Production Act of 1950 (DPA) for federal agencies delegated DPA authority to address workforce and skills gaps in the domestic industrial base. Specifically, it (1) requires agencies to identify gaps affecting the industrial base's ability to supply materials and services for national defense objectives in DPA section 2(b); (2) authorizes agencies to direct recipients of financial assistance under DPA titles I or III to use a portion of such funds to recruit, train, place, or retain workers in defense-critical occupations related to the funded activities, if the recipient maintains records of worker performance standards; and (3) requires agencies to include in the annual Defense Production Act Committee report a discussion of identifications and authorities under (1) and (2), plus short- and long-term recommendations for administrative or legislative actions to reduce identified gaps, including workforce training and apprenticeships.
This section corrects a punctuation error in the short title of the Defense Production Act of 1950 (i.e., striking “cited as “the Defense”” and inserting “cited as the “Defense””), effective as of the date of the Act's enactment.
