This section revises the charter of the Congressional Office for International Leadership to specify its nonpartisan purposes of (1) fostering connections between Congress and emerging political, civic, and professional leaders from eligible foreign states through exchange programs and (2) facilitating direct dialogue on U.S. foreign policy and other issues. It establishes a 12-member Board of Trustees—including two House Members (designated by the Speaker, Majority Leader, and Minority Leader), two Senators (designated by the President pro tempore, Majority Leader, and Minority Leader), the chairs and ranking minority members of the House Committee on Administration and Senate Committee on Rules and Administration, and four private individuals approved by specified committee chairs—to supervise the office, designate eligible foreign states (with 90-day notice to legislative branch appropriations subcommittees), and recommend personnel actions; appointed members serve renewable 3-year terms without pay but with expense reimbursement. It provides for an Executive Director, appointed and removable by House and Senate leadership (Speaker, Minority Leader, Majority Leader, and Minority Leader) solely on Board committee leaders' recommendation and without regard to political affiliation, to serve a renewable 6-year term at annual pay not exceeding level III of the Executive Schedule (5 U.S.C. 5314) and to appoint a Deputy Director (subject to leadership appointment after 120 days of vacancy following the Executive Director's initial appointment). The Executive Director may appoint and set compensation for personnel.
This section establishes transition provisions for amendments to the law governing the Congressional Office for International Leadership (COIL), which facilitates visits to the United States by emerging political, civic, and cultural leaders from eligible foreign states to observe American democratic and economic systems. (1) Board of Trustees members appointed under specified subparagraphs continue to serve until the expiration of their existing terms. (2) The Executive Director as of the effective date may continue serving for up to 6 months and may be reappointed under the amended law. (3) Previously eligible foreign states remain eligible under the amended eligibility criteria. (4) Amendments do not affect the employment or appointment of other COIL personnel (other than Board members and the Executive Director). (5) Amendments do not affect the validity of COIL's contracts, liabilities, records, property, appropriations, or other assets and interests.
