H.R. 8168 — Major Non-NATO Ally Terror Threat Assessment Act

This section directs the Secretary of Homeland Security, in consultation with the Secretary of State and the Director of National Intelligence, to submit to the appropriate congressional committees (i.e., House Committee on Homeland Security and Senate Committee on Homeland Security and Governmental Affairs) an assessment of terrorism threats to the United States from foreign terrorist organizations and specially designated global terrorists present in major non-NATO allies, not later than 180 days after enactment and biennially thereafter. For each such ally, the classified assessment—which is available to all Members of Congress upon request—must identify (1) each such organization or terrorist; (2) their activities, including any use of artificial intelligence (as defined in 15 U.S.C. 9401) or critical and emerging technologies; (3) the ally government's disruption efforts, including cooperation with the U.S. intelligence community; (4) the Department of Homeland Security's capability to identify, monitor, and mitigate such threats; (5) DHS's capability to prevent entry into the United States by such individuals; and (6) any additional resources required. Upon submission, the Secretary must brief the committees on the assessment.
