H.R. 8175 — To amend title 10, United States Code, and the National Defense Authorization Act for Fiscal Year 1994, to codify and clarify gender neutral standards for members of certain Armed Forces, and for other purposes.

This section amends 10 U.S.C. §652 (prohibiting exclusion from assignments based on gender) to bar exclusion of members of the Army, Navy, Marine Corps, Air Force, or Space Force from an occupational specialty, career field, or assignment on the basis of gender, effective September 30, 2026. It requires the Secretary of Defense to submit an annual report to the Senate and House Armed Services Committees on (1) changes to occupational standards and their relation to duties, (2) the number of members involuntarily reclassified or separated (disaggregated by specialty and gender), and (3) reasons for such actions, with the first report due September 30, 2027; and repeals 10 U.S.C. §8225 (previously limiting female Navy assignments). This section further amends sec. 543 of the National Defense Authorization Act for Fiscal Year 1994 (Pub. L. No. 103-160; 10 U.S.C. 113 note), which requires gender-neutral occupational standards for military career designators open to all service members, by (1) removing gender-specific language; (2) requiring standards based on a scientifically rigorous process addressing technical, tactical, cognitive, or physical abilities; (3) mandating a validation period of not less than 18 months using Department of Defense health care and research input; and (4) expanding congressional defense committees' review period for proposed changes to 180 days (from 60 days) with additional details on estimated costs, justification, research, and data. This section directs the Secretary of Defense to submit to Congress, within seven days of enactment, the full unredacted Institute for Defense Analyses review of operational effectiveness in Army and Marine Corps ground combat units; and requires the Comptroller General to submit to the congressional defense committees, within 180 days of enactment, a review of that report and the Secretary's actions in response.
