H.R. 818 — SPUR Act

This section revises scorecard requirements under the Small Business Act for evaluating federal agencies' performance in achieving small business prime contracting goals by (1) adding as a scorecard measure the number of new small business entrants—including those owned and controlled by service-disabled veterans, qualified HUBZone small business concerns, socially and economically disadvantaged individuals, and women—awarded prime contracts by North American Industry Classification System (NAICS) code during the fiscal year, compared to the prior fiscal year if available; (2) updating a cross-reference in scorecard reporting requirements to include the new measure; and (3) defining "new small business entrant" as a small business concern newly awarded a federal prime contract and "scorecard" as any rated summary of agency performance that includes the specified measures. (As background, agency scorecards promote the Small Business Act's goals of awarding at least 23% of prime contracts to small businesses overall.)
