H.R. 819 — Colonel Young Oak Kim Congressional Gold Medal Act

This section states congressional findings on the life, military service, and civic contributions of Young Oak Kim, including his WWII service with the all-Japanese American 100th Infantry Battalion/442nd Regimental Combat Team, his Korean War command of the First Battalion, 31st Infantry Regiment, and his founding of multiple Los Angeles-area organizations serving Asian American communities.

This section authorizes the posthumous presentation, on behalf of Congress, of a gold medal of appropriate design to Colonel Young Oak Kim in recognition of his achievements and contributions to heroism, leadership, and humanitarianism. It directs the Secretary of the Treasury to strike the medal and requires its transfer to the Smithsonian Institution following the presentation, where it shall be available for display (particularly at the National Portrait Gallery) and research.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal struck pursuant to section 3, at a price sufficient to cover the costs thereof (including labor, materials, dies, use of machinery, and overhead expenses), under regulations prescribed by the Secretary.

This section designates medals struck pursuant to this Act as (1) national medals for purposes of 31 U.S.C. chapter 51 and (2) numismatic items for purposes of 31 U.S.C. sections 5134 and 5136.
