This section terminates the fixed guideway capital investment grants program by repealing 49 U.S.C. 5309. (As background, the program authorizes competitive grants to state and local governmental authorities for new fixed guideway capital projects (i.e., minimum operable segments or extensions of rail and other fixed guideway systems), core capacity improvement projects that increase corridor capacity by at least 10%, corridor-based bus rapid transit projects, and fixed guideway bus rapid transit projects; thus, no further grants will be available for such projects.) It also makes conforming amendments to 49 U.S.C. 5338 by repealing subsection (b) (i.e., related apportionments) and striking subparagraph (C) of paragraph (1), with redesignation of subparagraph (D) as (C).
