This section repeals section 71118 of Public Law 119-21, which required budget neutrality (i.e., no net increase in federal spending) for certain Medicaid demonstration projects approved under section 1115 of the Social Security Act (42 U.S.C. 1315), and applies section 1115 as if that provision had not been enacted. (As background, section 1115 authorizes the Secretary of Health and Human Services to waive certain Medicaid requirements for experimental, pilot, or demonstration projects likely to promote program objectives, treating approved project costs as state plan expenditures.) This section also rescinds amounts appropriated under section 71118(b) of Public Law 119-21.
