H.R. 824 — GORAC Act of 2025

This section requires the Comptroller General of the United States, not later than one year after enactment and every 10 years thereafter, to procure a non-Federal auditor to evaluate all federal programs carried out in the preceding 10-year period and recommend realignments or eliminations of duplicative, wasteful, or outdated federal agencies or programs. The auditor must recommend (1) consolidating agencies or programs with the same essential function; (2) realigning or eliminating those that wasted funds through egregious spending, mismanagement, or personal/special interest benefits; and (3) eliminating those that completed their purpose, became irrelevant, or failed objectives. Not later than one year after beginning an evaluation, the auditor submits a report to the Comptroller General, who must submit it to Congress within 30 days along with proposed legislation to implement the recommendations—directing all savings to national debt paydown and requiring agencies to make reasonable efforts to relocate affected employees. The section further authorizes the Comptroller General to issue subpoenas at the auditor's request for testimony, documents, and agency information to support the evaluation and defines "entitlement program" as any program making payments (including loans and grants) not provided for in advance by appropriation acts, to any person or government if the United States is obligated to make such payments.

This section establishes expedited procedures for congressional consideration of a single implementation bill (i.e., a bill introduced as specified that contains, without modification, the proposed legislation in a report submitted under section 2(d)) to implement reform proposals. Specifically, the bill must be introduced by request on the 15th calendar day both Houses are in session following submission of the section 2(b) report—by the Senate Homeland Security and Governmental Affairs Committee chair in the Senate and by the House Oversight and Government Reform Committee chair in the House. It is referred to appropriate committees of jurisdiction, which may review and report the bill but may not amend it and are automatically discharged if they do not report within 15 calendar days of introduction. Floor consideration is privileged and protected from points of order; includes a non-debatable motion to proceed, no amendments, 10 hours of equally divided debate, no motions to recommit or postpone, and a vote on passage immediately after debate (with one quorum call permitted). If one House receives the other House's implementation bill before passing its own, the received bill skips committee and (absent a Senate revenue measure exception) supplants the original for floor consideration. The procedures are enacted as rules of each House (superseding inconsistent rules only for these bills) and apply only to implementation bills as defined (with "calendar day" excluding days of more than three days' adjournment).
