This section requires operating system providers to (1) require users to provide their date of birth to set up an account or use the operating system; (2) obtain verification of the date of birth from a parent or legal guardian for users under 18 years of age; and (3) enable app developers to access necessary collected information for verifying users' ages. It establishes a safe harbor from liability for compliant providers; treats violations as unfair or deceptive acts or practices under the Federal Trade Commission Act, with enforcement by the Federal Trade Commission (FTC); and directs the FTC to promulgate implementing regulations within 180 days of enactment (covering verification methods for multi-user devices and guardians, data protection standards to secure collected dates of birth, app developer access subject to those standards, and parental controls) and to brief Congress on the rulemaking process within the same period. Not later than 18 months after enactment, the FTC must submit to Congress a report on provider compliance and legislative recommendations. The requirements take effect one year after enactment.
