H.R. 8257 — Small County PILT Parity Act

This section revises the adjustment for low-population units of general local government under the Payments in Lieu of Taxes (PILT) program, which compensates local governments for tax revenue lost due to federal lands within their jurisdiction. Specifically, it (1) lowers the population threshold in 31 U.S.C. §6903(c)(1) to 499 (from 4,999); (2) in §6903(c)(2), lowers the table's starting population to 500 (from 5,000) and specifies that rounding applies except for the first population value; and (3) replaces the payment limitation table with new per capita amounts decreasing from $514.50 at 500 population to $92.50 at 50,000 population.
